The Gulf Coast Council (GCC) - IFFF Awards Program began in 2008 (for 2007) with the presentation of various awards to recognize accomplishments by individuals and clubs for their efforts in conservation, education, outreach, and in other areas that promote the goals and ideals of our council and the IFFF overall. 

Except for the GCC President’s Award, each is open to nomination from IFFF members within the Council.   

Excellence Award  (Man of the Year) - Awarded to a man who has demonstrated unusual devotion to the sport of fly fishing, and through his devotion, has benefited the Gulf Coast Council, the IFFF and/or his club.

Excellence Award (Woman of the Year) - Awarded to a woman who has demonstrated unusual devotion to the sport of fly fishing, and through her devotion, has benefitted the Gulf Coast Council, the IFFF, and/or her club.

Fly Tyer of the Year - Awarded annually to an individual who has made a significant contribution to the art of fly tying, through any combination of innovation, enhancement of the art or education of others. 

Junior Fly Angler of the Year - Awarded to an individual 18 years of age or younger who has made a significant contribution to the promotion of our sport to his peers, or to his club or community, or the sport in general, either in the form of fly tying, casting, conservation, education or other achievements.

Education Award - Awarded to an individual or club that has made outstanding contributions to passing along the art of fly fishing to others, whether in the form of fly tying, casting, or any of the other fly fishing arts and sciences.

Conservation Award - Awarded to an individual or club that has made outstanding contributions to the conservation of our fisheries resources, either through projects or activism.

Community Award - Awarded to a club that has been very active outside its own membership, and as such, has made outstanding contributions to the community at large, through participation in external activities and/or with other organizations.  

Fellowship Award - Awarded to a club that has demonstrated an outstanding commitment to their membership through activities and gatherings, and effective communications such as newsletter and/or website. The GCC recognizes that fellowship is the seed for increasing membership in both clubs and the IFFF.

Friend(s) of the Gulf Coast Council - An award or awards given to an individual, individuals, group or groups who have made outstanding contributions to the Gulf Coast Council in some way. Nominees must not be a member of the GCC and need not be a member of the IFFF.

President's Award – Each year, the President of the Gulf Coast Council choses one or more recipients who are subsequently recognized nationally by the IFFF for their outstanding contributions to the Council, to the Federation and the sport of fly fishing.  This award(s) are presented at the IFFF's National Fly Fair.

Qualification Summary

We nominate The University of Southern Mississippi - Gulf Coast Research Laboratory (GCRL) for the Federation’s Conservation Award.  The Gulf Coast Research Lab is more than deserving of recognition by the Federation for their forty plus years of diligently working to restore Striped Bass along the Gulf Coast and their contributions to basic science and knowledge of Striped Bass everywhere.

The marine research programs at the Gulf Coast Research Laboratory are multidisciplinary and applications-oriented. Programs include:  Marine Biodiversity; Marine Ecology; Marine Biodiversity; Landscape Ecology; Marine Education; Fisheries Ecology; Marine Microbial Ecology; Marine Pathology; Parasitology; Marine Toxicology, including Oil, Dispersants, and Food Webs; but it is their Marine Aquaculture program that is devoted to developing technologies for environmentally sustainable approaches to marine aquaculture and marine stock enhancement, including cobia, shrimp, red snapper, spotted sea trout, and specifically their Striped Bass Restoration Program which is of reference for this award.

Striped Bass: Restoring a Vanishing Breed

Once common to coastal rivers and estuaries of the northern Gulf of Mexico, striped bass declined and nearly vanished in the 1960s. The Gulf Coast Research Laboratory began turning that decline around in 1967 with a program focused on restoring striped bass (Morone saxatilis) in coastal waters along the Mississippi coast.

Current Update

In November, 2013, the Lyman Fish Hatchery began tagging and release of approximately 20,000 phase II striped bass (~6" in length).  At last count, GCRL researchers had surgically implanted acoustic transmitters into seventeen of these hatchery fish. After a three-day recovery period, the fish were released into the Biloxi River.  GCRL has manually tracked and located tagged striped bass in the river utilizing acoustic telemetry techniques.  The data will help determine how seasonal changes in the river's physiochemical condition affect diel movement and habitat use by the fish, both spatially and temporally. Similar tagging programs have been conducted in previous years.

In addition to this study with young stripers, GCRL surgically implanted several large adult striped bass with more powerful acoustic transmitters that were simply too big and heavy for the phase II fish. The larger fish were caught on rod and reel in the wild and the transmitters were implanted right on the capture boat. The researchers hope to gain a better understanding of how adult striped bass utilize the river, as well as identify upstream migrations which could be an indication of potential spawning activity.

As of November 11, 2013, there are 26 striped bass with acoustic transmitters in the Biloxi River system. Numbers of area sportsman and at least two area fly fishing clubs donated funds for transmitters, and time to help catch stripers to be implanted for this study. We had a ball and the GCRL continues to update us on the progress of “our fish”!

Their Striped Bass studies provide just one example of the outstanding extension, regional outreach and involvement of our friends at the USM Gulf Coast Research Lab. To this end, the Gulf Coast Council will be partnering with the GCRL for our inaugural fly fishing fair and the GCC Board has voted to donate 50% of the profits from that show to the GCRL for fisheries research.

For their decades of service to all who believe that native fish should swim freely in the waters of our streams, rivers, and marine environments, and to all who benefit from an improved natural environment, the Gulf Coast Research Laboratory deserves recognition with this award.
